1. JOINING FIDALGO ISLAND QUILTERS
- A. Prospective members may attend two meetings prior to paying dues.
- B. Prospective members join FIQ by paying annual dues ( Section 4 ) and completing the membership form. Signing said form, indicates agreement with the responsibilities of membership.
2. RESPONSIBILITIES
- A. Member shall be expected to promote quilting in a positive manner.
- B. Each member shall participate in the charitable and fund raising activities of FIQ.
3. PRIVILEGES OF MEMBERSHIP
All members may:
- A. Receive the newsletter
- B. Attend any meeting, including Suns, Stars and Board Meetings.
- C. Participate in all activities of FIQ.
- D. Check out books form the FIQ library.
- E. Purchase supplies, as available, through FIQ.
4. DUES
- A. The board shall determine annual dues.
- B. Dues cover membership from October 1 through September 30.
- C. Household Members – Two or more members of the same household are eligible for Household Membership. The second and subsequent household members pay $5.00 annual dues. Only one newsletter shall be sent to the household as well as only one Guild guide.
- D. At age 80, members are considered life members, and dues are waived. Each will receive one free raffle ticket. ( Since FIQ does not track members’ age, members must inform the Membership Chairperson of his or her eligibility for life membership.)
5. MEETING FORMAT
- A. General Meetings consist of guild business and Show and Share. General meetings are held September through June. Additional general meetings may be held at the discretion of the Board. Suns and Stars General meetings are held on the first Monday of the month. Suns meetings begin at 12:30 p.m. and Stars meetings at 7:00 p.m. respectively.
- B. Board meetings are held every month, or at the discretion of the Board. Board meetings are announced in the newsletter.
- C. Community Quilt Workshops are held the third Monday of the month.
- D. Quorum – A quorum of Suns general meetings shall be fifty (50) members; for Stars general meetings twenty (20) members; and twelve (12) officers, board members or chair persons for Board meetings. Both groups must vote on business that applies to the guild (e.g. elections , by-laws changes); therefore, the vote shall be announced after the Stars vote.
6. MONEY HANDLING:
- A. The fiscal year shall run July 1 to June 30.
- B. The annual budget shall be proposed at the May Board meeting. The Board shall approve the budget at the June meeting. All changes shall be effective July 1.
- C. Reimbursement – Members are required to submit bills for reimbursement to the Treasurer within thirty days of the expenditure. Payment of late bills shall be at the Board’s discretion.
- D. Receipt of Monies – Members are required to submit bills to the Treasurer all checks or other monies received for FIQ events within thirty (30) days of receipt.
- E. Certain exceptions can be made at the Treasurers discretion to set up a petty cash fund for committee chairs, not to exceed $30.00.
7. CLASSES, QUILT CAMP
FIQ sponsors a variety of activities and events.
- A. Fees – the Board sets the fees to participate in or attend an FIQ event. The responsible Committee Chair person shall propose fees based on the calculation method adopted by the Board.
- B. Payment to members as teacher or host – The Board may approve payment to an FIQ member who presents an organized class or who hosts an out-of-town presenter.
- C. Registration is incomplete for an activity or event until full payment is received.
- D. Refunds, if approved, will be made following the completion of the FIQ event. All refunds shall be issued by the Treasurer.
8. FIQ LIBRARY
The guild maintains a library to which members have access.
- A. Only FIQ members may check out items from the FIQ library.
- B. Members may check out two items for one month. The check out procedure is set forth in the guild guide.
- C. Lost or damaged books must be replaced or the guild must be reimbursed.
- D. All books must be returned at the June meeting for inventory.
- E. Inventory shall be conducted after the June meeting or as recommended.
9. COMMITTEE AND REPRESENTATIVE RESPONSIBILITIES
The responsibilities of the committee chairpersons are summarized below. More complete directions and procedures are contained in the FIQ Committee Responsibility Notebook.
Each Committee Chairperson shall:
- Make status reports to the board annually or as requested.
- Make budgetary recommendations
- Make recommendations for community involvement
- Maintain committee records, including a job description, records of committee activities, an evaluation of those activities, a list of individuals working on the committee projects, and sign contracts, at the direction of the Board.
In June each committee chairperson shall present a report of the committee’s activities for the past year to the FIQ President and Secretary. The outgoing committee Chairperson shall pass on the committee files and the yearly reports to the newly appointed chairperson.
- A. Representative to Anacortes Library –
FIQ donates money to the Anacortes Public Library. The representative recommends books and magazines to the Anacortes Public Library for purchase with those funds. - B. By-Laws Review – This committee reviews and makes recommendations for the revisions of the By-Laws and Standing Rules. The immediate Past President chairs this committee, the current Secretary is a non-appointed member. Three non board members, two from the Suns and one from the Stars, are appointed in February. Recommendations are presented at the April Board meeting. All changes take effect
July 1. - C. Community Quilts – The community quilts coordinator coordinates the production and distribution of quilts and other quilted items made by FIQ members as directed by the Board.
- D. Community Service – The Community Service Representative coordinates the collection and distribution of food, personal and health and household items to community non-profit groups, at the direction of the Board.
- E. Friendship Blocks – The Friendship Block Coordinator organizes the Friendship block exchange. S/he tallies the members’ block turn-ins, tracks members’ eligibility for block presentation and coordinates the presentation of the blocks by members.
- F. Historian – Since its organization, FIQ members have kept scrapbooks and photo albums of guild activities. S/he organizes photos, video, CD/DVD and news articles, quilt show/walk, brochures and memorabilia for display to FIQ members.
- G. Hostess – The hostess coordinates the set-up and take down for the Sun’s general meeting. FIQ members volunteer for hosting the Sun’s general meetings.
- H. FIQ Librarian – The FIQ librarian coordinates the purchase and use of the FIQ library items. S/he purchases books or other library items; maintains the booklist, sorted by both author and title; organizes the library materials; supervises all library assistants; and reports purchases to the Board and the members in the monthly newsletter.
- I. Membership – The membership committee is responsible for greeting guests, welcoming new members, updating and distributing the Guild Guides and maintaining the roster. The membership committee shall introduce new members to the guild.
- J. Representative to the Northwest Quilt Connection ( NQC ) Board – The NQC is an umbrella quilt organization that any guild or individual may join. The NQC representative acts as the liaison between NQC and FIQ. S/he attends the NQC board meetings and coordinates the yearly NQC meeting sponsored by FIQ.
- K. Newsletter – The newsletter editor is responsible for the publication of the guild newsletter. Other members assist with the assembly and mailing of the newsletter and posting to the website.
- L. Nominating – The nominating committee presents nominees for FIQ’s offices to guild members at the February general meetings. The nominating committee is formed in January. An appointed Board member shall chair this committee. Four non-board members, two from the Suns and two from the Stars groups are appointed. FIQ elects officers annually at the March meeting. Officers are installed at the June meeting.
- M. Programs – The programs committee is chaired by the Programs Chair and shall include the financial coordinator and at least three other non-board guild members. The committee shall make recommendations for programs. The Programs Chair shall present recommendations to the board, and shall coordinate the presentation of the programs sponsored by the guild.
- N. Quilt Camp – The guild sponsors an annual quilting camp. The Quilt Camp Chairperson coordinates all aspects of the Quilt Camp including scheduling, demonstrations, room assignments, etc.
- O. Quilt Rack Rental – The Quilt Rack Rental coordinator is the contact person for rental of the quilt racks. S/he coordinates for the rental, maintains records, and works with the FIQ Treasurer to assure the collection of fees. S/he is responsible for the construction, repair and storage of the quilt racks and lattices.
- P. Raffle Quilt – This committee is subdivided into 3 functional committees. Ticket Sales, Quilt Display and Quilt Construction.
- - The Membership Chair arranges for the tickets to be printed, distributes the tickets to FIQ members and the Display chairperson collects money and does the bookkeeping required for the State.
- - The Display Chair is responsible for the coordinating the display of the quilt and the sale of the tickets at festivals, crafts fairs and other venues.
- - The Construction Chair obtains the approval of the Board for the quilt design and coordinates the actual construction of the quilt. If necessary the chair also obtains permission from the quilt designer to reproduce the quilt for the raffle.
- Q. Quilt Show – The Quilt Show Chair coordinates the quilt show. S/he chairs the Quilt Show Steering committee, prepares a timeline, prepares a budget for the show, coordinates the various Quilt Show committees, and coordinates publicity.
- R. Quilt Walk – The Quilt Walk coordinator is responsible for coordinating the Quilt Walk. S/he contracts with merchants for the display of quilts in their stores and coordinates the shop adoption by FIQ members. S/he is a member of the Quilt Show Steering committee.
- S. Sunshine – The Sunshine Chair conveys appropriate messages on behalf of FIQ to those members observing significant milestones or difficulties in their personal lives. S/he reports in the monthly newsletter.
- T. Website – The website chairperson obtains information from various guild committees and passes the information on to the website company. S/he shall be the liaison between FIQ and the web company.
10.By-Laws and Standing Rules Review –
The Board shall review and revise the By-laws every odd-numbered year and the Standing Rules as appropriate or necessary. The Board shall print a notice in the newsletter prior to the review of the By-laws.
The Board shall consider written concerns from the membership at any time. Changes to the by-laws will be made in accordance with Section IX of the by-laws.
A summary of the revised By-laws and up-dated Standing Rules shall be published the month subsequent to acceptance. Copies of the By-laws and Standing Rules shall be included in the Guild Guide.
